Building an NREN without a network

Lebanon has a great R&E community that needs an NREN to thrive. But, the connectivity in Lebanon makes it difficult to build a cost effective, fast and reliable network. So, we flipped the NREN on its head. instead of starting with building a network, we first focused on the delivering NREN services to the R&E community that do not require a physical network. The services have strengthened the community and is now providing us with opportunities to finally build the network we need. By focusing on building a community and delivering services, we were able to launch an NREN in less than a year with very little funding.
